CCMC Offers New Service, Names First District Manager

Did you know that several of the communities CCMC serves are also part of municipal utility districts? These districts control, manage and distribute local resources such as water, gas and electricity. Like community associations, these districts also have boards of directors to set policy, standard operating procedures to follow and members to serve. “The central division has witnessed an increasing number of municipal districts form in and around CCMC communities,” explains division president Todd Davidson, “This trend is especially popular in emerging markets with new developments and has created a need for qualified district managers. CCMC has made a strategic decision to meet this need with a brand new service offering.” Effective immediately, CCMC will add a district manager position to oversee multiple municipal utility districts throughout the central division.

CCMC is pleased to announce that Theresa Ostrander has been named as our first district manager. Theresa joined CCMC in 2008, as the community manager for Heartland, Texas. Her responsibilities included the oversight of five different municipal utility districts (MUDs) in the Heartland area. In 2009, under her extraordinary leadership, Heartland was named Community of the Year by the Homebuilders Association of Greater Dallas. During her tenure, she worked to create several resident committees, amend the community documents, launch the Community Build program, renegotiate vendor contracts to include performance measures, and design a lifestyle-driven sponsorship and partnership program with vendors, local businesses and neighboring towns. “Theresa’s ability to connect private and public interests has brought many valuable resources to Heartland,” Todd explains, “This ability also made her the ideal candidate for our new district manager position.”

Previously, Theresa worked in municipal government in Carrollton, Texas. In 2001, she was appointed by the city manager to serve on the Management Competition Team. Her experience working with various city departments in this unique leadership role has contributed to her success managing utility districts for CCMC.

A fourth generation native of Carmel, California, Theresa earned her Bachelor’s degree from San Jose State University, where she also completed post-graduate work in exercise physiology. She continued her studies in therapeutic recreation at North Texas University and completed MBA course work at Southern Methodist University.
